I'm interested an unlocked LG V40, but 64GB is not going to work for me. I'm interested in using the 128GB version both in the United States and elsewhere in the world. Will this work, and if not, what are the limitations. Thank you!

No specs posted yet. You have to compare the 4G frequencies of the phone with the 4G frequencies of the carrier you want to use it with. You'll get voice and text (that's almost universal these days), but you have to check for data. Some carriers will be using frequencies that will work, some won't. (It won't work with CDMA carriers - Sprint, Verizon and their MVNOs in the US.) And the European version may not work in Australasia and vice-versa.

The amount of storage has nothing to do with that, though.
