If I have an SD card, more than capable of storing everything my Android 8.0 phone would ever need,(128gb) is there a way to instruct it to use only my internal sd and not allow apps/vendors/cloud/etc. to store/utilize/manage it for me?

Not sure what you are asking here.

By default most/all apps store their data and downloaded files on the internal storage. You will need to explicitly tell each app to move its files to the SD card (for the apps that let you use the SD card).
