So I recently bought a Samsung Galaxy s9 second hand from a friend of my mom's and he told me that he reset the phone so when I got it I could just log in and transfer my data. But I had no idea that the phone was locked to the current Google account because of the reset, I tried talking to him about it but he said that he doesn't remember the credentials for that account at all. I spent good money for this phone and I would hope to be able to solve this problem, any suggestions on what I should do? I could use all of the help I can get.

You need the initial Google account.

Yup, you need that account in order to continue. Your friend did not properly reset the phone, it's a paperweight unless he can remember the account info.
