Bought samsung j3, performed hard reset and there is still password

I've tried hard resetting the device several times and the password still remains, it isn't a google frp password though frp is enabled. I'm lost and can't find any solutions online.

What specifically is it asking for? (You'll need to create a free account here to reply.) If it's asking for a prior Google account login as part of the setup process, that is the FRP kicking in. That is the only logging/password that I'm aware of that can survive a factory reset. Everything else should have been deleted.
