Some thing you could do:
  1. clear all cache (e.g. in Settings > General > Storage > Internal storage > Other (or Cache))
  2. uninstall unused apps
  3. delete unneeded files (or back them up to a cloud storage service or PC)
  4. move apps to SD card (note: not all apps support this, and some may malfunction)
  5. reset your device to factory settings (note: this will delete all data, be sure to back anything important up)

Welcome to Android Central! Which phone? Wiping the cache partition (if possible on your phone) can often help somewhat. It's also worth booting into Safe Mode to see if the lag goes away -- if it does, then something you installed is causing the problem.

Just so you know for the future - in the computer/internet industry, "lag" refers to high ping time on an internet connection, it doesn't refer to a computer (a phone is a computer) running slow. If you bring a phone into a repair shop with actual technicians (as opposed to parts replacers) and say "it's lagging", they'll do an internet speed test to verify that it is. If you say "the phone is slow and it freezes", they'll look for the problem you're actually having.
