I assume you're using a phone that's running on Android Oreo (8.0) or higher? If so, then no, you can't recover them. Once you swipe them away from the notification center, they're gone.

What device? Pixel devices might still have the ability (I still have the shortcut on my 2 XL but it carried over from my 6p and previous OS versions) to add a Settings "widget" that links to the notification log. It might not be EXACTLY what you want, but it's the closest you'll get.

Hallux is right, some launchers let you create a widget to access the notification log. Just in case, long press an empty spot on your home screen - tap 'widgets' - scroll down until you find 'settings 1x1' - press & hold and drag it to the screen - select 'notification log' from that list.

If this option is not available in your phone you can use a custom launcher like Nova or a widget creator app like More Shortcuts.
