The issue with your work WiFi might be that they updated the security settings, a lot of places are going to this even open networks, it not only required you to connect, either through an open log in, user and password or just a password, and then agree to terms and conditions. Often if you simply open a web page you'll be redirected to an agreement page where you'll have to agree to whatever terms they've laid out. It's mostly covering their butt so you can't sue if your data is hacked or your IP is used for some malicious propose. Check with your IT department and see if they've put something like this in place. I had an issue where I couldn't connect to an open network until I logged into Facebook as a security measure.
As for the OP and their home network, if your home network has internet connection, which you can verify with the lights on your router or possibly another device, turn off the router, usually unplugging it, and wait about 1 minute to allow all the power to dissipate before turning it back on. I've had issues where I'm connected but don't have access. It seems like a hiccup or something and then it comes back. I think it's more than likely in the router because you mention that it went out and then you started having problems, plus you've reset your options on your device. I would suspect where the activity was, which would be the internet itself going out making the issue most likely at the router.
