Read report for multi media messages

I have this setting on in my Galaxy S8+ , however i have never received any notifications when they have been read or recieved, it just states in the message details that it has been sent ?? Is there another setting I'm missing for this to work??

Standard SMS and MMS messages do not support read receipts, only delivery receipts. The upcoming RCS messaging system will support both delivery and read receipts, but carriers are dragging their feet on implementing the new RCS system.

For some carriers, if the sender and receiver are on the same carrier and both have "enhanced messaging" turned on, some carriers do support their own version of read receipts. Sometimes this also requires both parties to be using the carrier's SMS app.
