    I uninstall whatsapp by mistake, when I reinstalled it , it was empty. No contacts, no chats, nothing.
    Can I get all back? It wasn't backed up.

    If it wasn't backed up? No, not without some work. You'd need to find a way to recover deleted items (deleted items are not wiped, their references are only deleted). This would require rooting your device and finding a tool to find the lost data. Importing the data to Whatsapp is then the next challenge. Oh yeah, this assumes that the space the database occupied hasn't been totally or even partially overwritten already (simply reinstalling the app very well could have done this).
