Data Saver keeps turning itself on

I'm sick of turning my data saver off repeatedly when I never turned it on to begin with. There is no feature in the settings to tell it when or if to rurn itself on, yet it keeps happening. When I try to google it all I get is articles about how helpful the data saver is... But I often pull up my apps and they have to reload or update because the data saver is preventing them from running fully in the background and some areas I'm in often have poor service... and it takes forever for them to reload everything. If it's possible to completely disable this feature please tell me how. I'm not interested in responses about how I should just use it because it's good.
 
The same is happening to my Blackberry Keyone on the Sprint unlimited data network. Almost immediately after turning Android data saver off, it turns back on. I'm using Android 7.1.1. Chrome data saver is off.

I'm sorry, I was criticising the way people don't answer follow-ups and this waste everyone's time.

I was aggravated at things unrelated to this and my caustic reply was uncalled for.
 
Thank you for the apology. The tricky thing with any kind of forum is the sheer volume of posts we get. In this particular case, the subsequent response from the different member came a full month after my initial reply, so it may not have been prominently visible. Or I might have been pretty busy at work at the time and missed a bunch of other responses in other threads. It happens, and is unavoidable on a forum with a volunteer staff. If we were all paid advisors, then I would understand your frustration.

So let me see if I can help make this thread a little more useful for anyone coming across it on a Google search.

If the native Data Saver feature in the system settings is coming on automatically, then I would see if the problem persists in Safe Mode. If it doesn't, then check if there are any 3rd party battery-saver or data-saver apps installed. If it does persist in Safe Mode, then look for any carrier-installed data management apps.
