Can Samsung Pay work without having to enter pin?

I just installed Samsung Pay on my Galaxy S8+ and had to do an eye scan and set a pin. I am to the sole user so I had my S8+ turn on via a swipe. Now I have to either do the eye game or enter a pin.

Can I have Samsung Pay installed with only swiping to use my phone and then I could turn on S-Pay via a pin# when I'm at a store?

I imagine that in order for banks to agree to participate they stipulated that the phone be secured by a PIN. What this means is you can't do what you're looking to do.
