How do you clear the voicemail notification. I don't have voicemail switched on for my phone

I have tried all notification management options. Tried restarting phone and taking sim out. Clearing device cache. When I call the voicemail I get the message saying, "this system is unavailable." Probably because I don't even have my voicemail switched on.

No SIM, no voicemail - voicemail is something running in the carrier's server. Put the SIM back and call yourself (or long-press 1, that's pretty universal for voicemail). If the server is still unavailable, that's probably what's causing the problem, and you can't do anything about it, the carrier has to fix the problem. On the chance that they don't know about it (some small carriers don't pay much attention to the system), call customer service and ask if they have any idea how long it's going to be until voicemail is back. (No accusation, just a friendly little question. :) )
