I have a Samsung Galaxy Tab A 9.7 and haven’t used it much in the past year or so. I went to charge it via the original Samsung cord and an apple charge block. When connected to a wall outlet the tablet only shows that it’s plugged in and needs to be charged, but it doesn’t actually charge. When I plugged it into a computer, it started charging right away. Why can’t I charge it via the wall outlet?

Probably because the Apple charger doesn't see an Apple device at the end of the cable, or because it's defective. Try the Samsung charger.
