Welcome to Android Central! That usually means either corrupt firmware or faulty hardware. Bring it to a repair shop, or contact LG if the phone is still under warranty.

With the device powered down.

Press and hold the Power and Volume downbuttons on the back of the device.

When the LG logo appears, quickly release and then re-hold the Power button while continuing to hold the Volume down button.

When "Factory data reset" appears, use the Volume down button to highlight Yes.

Press the Power button to confirm.

When prompted to "Erase all user data and restore default settings," use the Volume downbutton to highlight Yes.

Press the Power button to reset the device.

*this will erase all data*
it's a slim chance this might help.
it's a core reset

Assuming the phone doesn't have a user-removable battery, you can usually force a shutdown by pressing and holding Power for about 20 seconds.
