Can I fry the memory of a smartphone by dropping in water without battery?

Absolutely. There are still residual chargers in several capacitors throughout the device that could, under the right conditions, trigger damage to the internal memory. But with water (and no major power from an outlet or battery) the biggest concern would be rust and possible humidity if the water isn't completely dried out when powering back.
