I have a Galaxy 4S smartphone.I did a hard reset and wonder if this unlocks the phone

After doing a hard reset is my smartphone unlocked ?

It's still locked to the Google account unless you signed out of that before the hard reset. That needs to be done before it can be sold or used by anyone else.

It would also still be locked to a specific carrier if it was before the hard reset. Those locks are done based on the device IMEI which won't change with a reset. If it was a Verizon S4 it should be unlocked as Verizon sold most 4G phones unlocked. Any other carrier you just need to contact them for an unlock code. Device obviously isn't under contract anymore.
