    I recently got a new Android but did not change my number from the one I had previously with the old phone, and, on my old one, I had a few blocked contacts, but this morning one of my blocked contacts was able to call me. I haven't synced anything between the phones, so will blocked contacts be able to contact me on my new device since they aren't synced?

    Unless you blocked through your account on your provider - yes. If they were not blocked at the account level with your carrier, how would the phone know they're supposed to be blocked if that has not synced?
