    I'm assuming you've called yourself to verify this, what does the caller hear? Do they hear any rings at all, does it ring normally for them except you hear nothing and then get a VM notification or do they just go to VM? Have you checked your Voicemail settings? Most services will allow you to set the number of rings before sending a caller to VM, so if it's been set to 1 or 0 you may not hear a ring before it is being redirected. Check your VM settings.

    Are you using a launcher or anything like that? Some times they can interfere with dialer and incoming calls.

    Are you using a service, like Google Voice, for VM or for a second number? I had issues with GV whenever someone would call my GV number and had to go in and tweak some of the settings.
