    why do i get a swipe screen to unlock my phone before i enter my password screen?

    Standard for newest Android OS version. You must have a lockscreen, even if it is a non-secure one, so that usually means the 'swipe to unlock' screen. IF you do have a secure lockscreen, however, some devices offer the option to 'bypass' the swipe one and take you straight to credential input, but you need to enable it in the Lock screen settings (and again, not all devices have that option).
