Why won't my google pixel turn on even if it says it is fully charged?

The phone won't come on even if ,it says it is fully charged after powering off. When I attempt to put it on nothing happens and when I plug in the charger after that, it shows the lightning bolt and then back to full charge after a few seconds. The problem only occurs when the phone powers of but charges fine otherwise.

Try pressing and holding Power for about 20 seconds. Does anything happen?
