XMEYE for my android phone needs new permissions that I am not sure are secure.

[Android Central Question]

The app needs to access my photos and files...thiese permissions I understand as it needs to be able to store snapshots on my phone etc...but after I accept these permissions it then ask for permission to 'Allow XMEye to make and manage phone calls?' this is a new permission, and If I deny it the app will not install. Is this as insecure as it seems or is there a legitimate reason for this?
