I have a Samsung galaxy s9plus and was just filming the eclipse and my phone died... it was 7 degrees Fahrenheit ...ok cool. I went inside to charge my phone within 5 minutes of being outside. I plug it up and it drains from 23% to 0% and shuts off. I look around to make sure all the connections are good. It comes back on, i start it up and the battery goes from 0% to 98% in 2 mins. And its been on 98% for about 10 minutes. Whats going on?

The answer is in your question. Temp was way below operating specs. You can replicate it if you want by placing the phone in your freezer. But I wouldn't.

The drastic drop to zero may also be related to condensation build up by bringing into the warmer, humid air inside. With that drastic of a temp change, you ideally want to keep the phone somewhat insulated (I.e. In a coat pocket) when bringing it in so it warms up slowly and doesn't create condensation.
