Welcome to Android Central! Which device, and which gallery app? "Album" can mean a couple of different things. A traditional gallery app just uses different directories on storage to act as different albums, in which case you can use any file manager app to move the picture file to the appropriate directory. The Google Photos app can show different directories as a kind of album if you tap Menu>Device Folders, but the Albums section along the bottom of the screen means something else -- Google Photos Albums are virtual albums in the cloud, that you create by simply assigning photos to an album. One photo can belong to many different albums without having to duplicate the photo.
