Wanting to back up SD card and copy files

I have a Lenovo Tab 4 with Android 8.1.0 and a 64Gb SD card formatted as internal storage. I wanted to upgrade the card to 128 and thought I'd copy all the files from one card to another. While the folders (particularly the 'Android' system folder) show up in my browser when I copy them to my PC they show up as empty.
I have a lot of downloads from mapping apps, Scribd books and Mendeley papers that I couldn't point to an external SD card, hence the need to upgrade.
Is there anyway to copy 'system'files from Android to PC and onto a new SD card?

Welcome to Android Central! I don't believe so. When you format an SD card as Internal Storage, the card gets encrypted so that the data on it can only be read by the device that formatted it.
