    Welcome to Android Central! What do you mean by that? The IMEI is the unique identifier for the phone -- you don't lock the phone using the IMEI. Are you saying the phone's IMEI has been blacklisted, and you can't use it on any network? That means the phone was either stolen, or somebody stopped their monthly payments and tried to sell it to someone else.

    If the phone was stolen from you, report it to your carrier and ask them to blacklist it.
