Is it OK to remove launcher3 or if there are any system settings I can remove to save space

You need a launcher for the phone to work.
In general, you don’t free much storage by removing - or more likely reducing the storage footprint to a minimum by clearing cache and data and disabling - pre-installed apps. System apps are best left alone unless you know what you’re doing.
Some phones have adoptable storage but you haven’t told us what yours is.
