I had an important message that I wanted to copy that I made earlier so I copied the message and turned off my phone. How can I get it back when I have a Samsung J3?

Unfortunately for you, the typical clipboard is a volatile place in memory. Upon reboot, as you found, it can clear. Does that device not have a clipboard manager app? My Tab S3 does. When I long-press in a text entry field I get paste and clipboard as options. When I select clipboard I can see previously-copied items.
