Cant update, install, download. All apps are stuck on computing and i cant clear anything

Try to clear cache or data and manage space but every apps storage says computing and won't change

Try turning the phone off and starting in safe mode. (Since you don't say what phone it is, google your-phone-make-&-model safe mode.)

Welcome to Android Central! Which phone? Try going to Settings>Apps, select Google Play Store, tap Storage, and Clear Cache/Clear Data, then Force Stop. Do the same for Download Manager -- you probably have to tap Menu>Show System to see it. Now try again.
