What does samsang.android.dialer do and is used for

It's the phone app. The standard name for a phone app is "dialer". (App files are named backwards from the way you're used to seeing addresses in a web browser, so it's the dialer, for android, supplied by Samsung, or "dialer.android.samsung". All the apps that start with "com" are the same - that's the .com part that's at the beginning (instead of the end). sec is another app prefix - it would have something to do with security. Don't ever delete (if you even can) com. or sec. files. You'll break something if you do.

It means somebody used the phone to make a call. It's the dialer app.

My fiance says that appears on his activity but he did not make a call and there is no call on our phone bill. Is he lying and using an app? We have access to our logs both of us

What if he says he was in no call nd our phone bill has no registered call. His screen is pretty broken sometimes he clicks stuff so could it pop up if dial pad was opened but no call took place?

It just means the app was opened, it does not indicate a call was placed or received.

Don't rely on the activity report to spy on someone. It'll just ramp up your suspicions as you wonder about every little system app whose name you don't recognize. Try talking things out instead.
