Will phone turn on if I don't have a battery and i have a question mark on the screen

When you try to turn one on without the battery but have it plugged in, the screen will turn on to tell you a battery is needed. You're correct that a battery is needed, but it's a programming limit and not hardware unrelated. Finding a way to bypass that check may prove so difficult that it's not worth trying. There's also the risk the charging system can't keep up with with a power demand spike and shut the phone down anyway.
