I know that LP means Low Power, so does every smartphone has LP Ram in them?
And if DDR4 is better than DDR3, why does the latest mid-range SoC still has the support for DDR3 Ram?

Because sometimes to cut costs, manufacturers may decide to use older slower RAM to create a cheaper phone. The SoC manufacturers are just giving them that option.
