Restart app after force stop is hit

On Google Play services I hit force stop but I did not deactivate first how do I turn it back on

Deactivate? Would you mean disable? As long as the app is not disabled, opening almost any of your Play Store apps will cause it to open. Also in your app drawer there are an array of play items that will start the service again, Google Play, Play Music, Play Games and I think the Google app its self might start services. If it's not disabled. It's tied to everything. Why are you concerned about opening it? What caused you to force stop it in the beginning? What device do you have?
