In an emergency, such as a robbery, I would like to call the emergency number using my voice alone, ideally using phrases that are random so attacker has no idea.

What device do you have? The new S10 has a feature that I'm not sure if other Samsung devices have which allow you to call emergency numbers by pressing the power button 3 times in rapid succession. It opens the mic on your device and records audio and I think it can take a picture as well but I'm not positive on that and send it to someone of your choosing. Barring you having a Samsung with that capability the only solution I can think of would be to set up Google Assistant, which will still require you to say Hey Google or Ok Google first followed by Call and then create a contact with some seemingly random phrase as the name. So it would go something like this, Hey Google call Roses are red...

This article says it's available on iPhone and talks about how you can setup a similar feature on other Android devices.
