How do you transfer an LG quick memo file to the Samsung s8 plus

Those are proprietary to LG. Transfer it to one that can sync across devices. You can download Samsung Notes from Play Store.

In my opinion, unless you're absolutely sure you're going to stick with one manufacturer indefinitely, it's never a good idea to use the manufacturer-installed note-taking app. As chanchan05 mentioned, those apps typically use proprietary file formats that are not compatible with any other app or platform. I recommend using a note-taking app that can be used no matter which device you're on, like Google Keep Notes or Evernote.
