How to stream ALL audio with DLNA without rooting the device?

Just like bluetooth works, capture ALL audio and send it down a selected DLNA pipe (or other convenient pipes). There are apps for this, but they require rooting, which I'm not going to do. Is there another way or a ticket to Google where I can give my vote? There's no reason why a mobile device should be limited to just bluetooth or streaming abilities of individual apps (which are often too limited).

This question was previously asked for Lollipop 5.1.1, but that was 4 years ago, which is enough for rise and fall of world-leader mobile tech.
