Names not showing up on inbound or outbound calls - but does show up in Contacts

Samsung - Model # SM-J337A . Carrier - AT&T

Two related problems.
1) . When I make a call, I can see the names in my contact list. As soon as I dial the call, the name disappears and only shows the outbound number.
2). Inbound calls from people who are in my contacts, don't show up with a name - just the phone number (which I don't answer because I am not sure who it is).

I have tried these things:
Hard restart
Unplugged battery and restarted.
Cleared the Cache in the phone.
Reset to Factory Settings.
Checked the Apps permissions for Contacts, Messaging and phone.

What else should I do?

I tried this and it did not work.
Turn on and use safe mode
Safe mode allows you to turn on the device with third-party apps disabled. Then you can easily uninstall apps that may be causing a conflict or software problem.



Turn the device off.
Press and hold the Power key past the screen with the device name.
When 'SAMSUNG' appears on the screen, release the Power key.
Immediately after releasing the Power key, press and hold the Volume down key.
Continue to hold the Volume down key until the device finishes restarting.
Safe mode will display in the bottom left corner of the screen.
Release the Volume down key when you see 'Safe Mode'.


Turn off safe mode
Press and hold the Power key.
Tap Restart.

Welcome to Android Central! Have you already tried disabling or uninstalling AT&T's Call Protect app, as discussed in belodion's link? That's been identified as the culprit.

I called AT&T this evening. It is a system problem! They have been trying to fix it for 3 days now.

So all of those remedies were time wasted. But thanks for trying to help me out!

They said they hope to have it fixed in 2-3 more days!

I've been going crazy trying to figure this out for the past few days and just tried disabling AT&T Call Protect, all is working fine again.
Ironically, I called AT&T last week about it and they said it was a system issue as well, seems that may be a canned answer for when they have no idea what the issue is.
