why can't I send or reply to an email.

When I want to reply to an email the send button does not show up. This happens when I want to write a new email.

It's possible that your email account isn't set up properly. Remove the account from the email app, then add it back (as an existing account) - and let the program set it up automatically. (If the SMTP information isn't there, the button is probably greyed out or not showing.)

Are you missing the Send arrow from the Compose window?
