The phone was submerged under water for a minute and then it shut down about an hour after it was submerged. I dried it and turned it on, it charged and it was working fine until the screen starts to flicker. What can I do to solve this problem ?

Welcome to Android Central! Remember that the IP rating is for water resistance -- it doesn't mean it's guaranteed to be waterproof. IP testing is done under strictly regulated circumstances, and any deviation from that (e.g., anything besides distilled water, any depth greater than what they test at, or any increased water pressure) increases the risk of water damage (especially if there are any small break in the integrity that you may not have been aware of, perhaps from a minor drop). Was this an accidental submersion? Can you give more detail about what happened?

See this guide: [GUIDE] Oh, no! My Phone got Wet! - Android Forums at AndroidCentral.com. Unfortunately, the damage may have already been done to your phone.

"Submerged" can mean a couple of things - gently lowered into an inch of waer, dropped into 3 feet of water.

The specs on the phone call for, as @B. Diddy said, being water resistant to about 2psi (1.5 meters) of water. Dropping it into water would create at least 10-20psi, probably causing leaks. (Consider the water resistance to mean that you don't have to panic if it starts ti drizzle, or if someone spills a drink on the table the phone is on, and it creeps toward the phone. But it's not resistant to being dropped into water, being taken swimming with you, underwater photography - or even being in the bathroom when you take a steamy shower. [it's water resistant, it's not water vapor resistant].)
