I'm military, deployed to location with limited access to Wi-Fi and mobile data. I have music videos saved to my Pixel 2. These show in my Goggle Photos albums, and are in my Cloud, but I can't play them when there is no Wi-Fi/mobile. How can I keep these files in the internal memory of my phone?

You could download from cloud to device. See this: https://www.androidcentral.com/google-drive

Welcome to Android Central! Are you certain those videos are saved directly to the phone? If you ever used the Free Up Space option in Google Photos, that would've deleted anything on the phone that was already backed up to the cloud.
