Why does my text message say "Delivery Report: requested"

I sent a text to someone and and the status says sent but the delivery report says requested. Does this mean they got the message and there phone could be switched off or did they not get the message and will I need to send it again?
 
Usually, it means that you sent it, but it was not opened. Depends though on the app, and weather or not they read the message in the notification pull down, but never opened it.
 
Thanks for answering. It's the messaging app on Samsung s9 with delivery reports turned on.
Yours or theirs? The OS allows the receiver to not acknowledge that it was read. See the attached.

"delivery report says requested"

That would suggest that the message has left your phone and has not yet arrived on the receiver's phone, still on the receiver's server waiting to be sent to the receiver's phone. Normally this would hint that the phone is off or that there is no signal at their end.

If both of your apps support read receipts, a delivery receipt without a read receipt would mean that the message arrived on their phone but has not yet been opened/viewed.
