It sounds as if you have to reflash the ROM. The boot order is Android, recovery, bootloader (fastboot is the program you use to talk to the phone when it's running the bootloader). If there's no Android, and no recovery, the phone will keep booting into the bootloader.

    You can try

    fastboot boot boot.img

(Get the file from a ROM file for that particular phone, region, country, carrier.)

    If that works, try

    fastboot flash boot boot.img

And the phone should boot normally (or "Start" from the bootloader, or fastboot boot from the PC).

If it doesn't work, you have to reflash the whole thing. I'm not familiar with Itel, but if they use a script (or batch) file to flash, and it runs fastboot, look for a line that says "fastboot -w ..." and delete the -w part, so it doesn't wipe your stuff.
