Android Central Question

I have Android 7.1.1 phone that misbehaves and doesn't work like it used to when it was new.
Can Android phone be completely deleted (apps, pics, messages, etc) and be reverted to factory (or service provider) defaults, or is Android like Windows - when you delete something it won't even start?

Factory Resetting of an Android device removes all personal data, including the things you mention, and restores the phone to how it was when you bought it, although any software updates remain unaffected. Because the personal data is wiped, it's usually wise to back it up somewhere first, and wiser to have been backing up photos and other important things as soon as you started using the phone. I'm not sure what your Windows reference means. Anyway, it's a drastic step, probably unnecessary in your case, and there are other things you can try first.
