Why does Blocked Number Storage use memory on my tablet?

My tablet (Samsung Tab A) uses only wi-fi and has no phone functionality, yet every time I check memory the Android "Blocked Number Storage" function is using almost 13 MB. Can I disable this function, which I don't need?

Same problem, thank you for responding. It's the ram. Approx. 325mb per process and I have a total of 4 different unused processes that is basically bloat wear for me but part of the android program. I have a Samsung Tab a 2gb ram and I believe 16 GB of storage with a 16 GB sdcard maybe a t-550? that is wifi-only and not used for phone calls yet always in the background running is blocked numbers and also another Android call log. Part of the Android program and a few others that will never be used I'm wondering how to possibly turn it off as I am constantly going into my settings/device maintenance/memory to shut it down and free up my Ram but it always turns back on. Thank you in advance for your response:p
