    I was on a contact with Verizon and they kept raising my bill so I broke the contract and kept the phone that I still owe them for, can I have it switched to another non contract carrier

    If you owe them for the phone then No you will not be able to activate it on another carrier. It might be compatible but until Verizon clears the ESN no one can activate it and they won't do that until it's paid off.

    Once you've cleared the ESN you're phone will probably work on any network. The whole days of GSM vs. CDMA is kind of moot these days. As long as it takes a SIM card you can go most anywhere on any carrier.
