"0%" charge is about 3.2 Volts. But the battery can go all the way down to 0 Volts. So what you have is a dead battery. Plug the charger in, leave it for at least 4 hours, then see if the voltage has come up. If not, the battery is shot - dispose of it properly (
not as normal trash). (The first half hour or so, depending on how bad the battery is, will be "pre-charging" - bring the battery up to "0%".)
If the battery is shot, then you'll have to replace it.
(One terminal is +, one is -, the others are a thermistor [connected between that pin and + or -, depending on the battery] to monitor heat and, possibly, a dummy terminal [one not connected to anything]. Or two terminals for the thermistor.)
