Difference between optimized battery usage and allow background activity

I have my eBay app that doesn’t always play the correct sounds and i’ve Been reading it’s because the android OS limits apps not making them work properly due to battery optimization.

So I’m trying to understand the difference between enabling “allow background activity” and selecting “not optimized” under “optimized battery usage” as I can only select 1 of the two.

Allowing background activity just allows an app to do just that: work on the background when you're not actively using it. The battery optimization feature is a step further into that control and puts apps that have been running (even just in the background) for a long time, which also stops them working in the background.

If you want an app to run unrestricted, you should grant permission for background use AND remove it from the optimization list so it is allowed to continue to work in the background even for long periods of time.

That is wrong.

Removing an app from optimization disables the "Allow background activity" button.
So you can't do both at the same time.
I believe this is because when optimization is disabled, background activity is de facto allowed.
