Thanks for registering! Still would like to know -- is this definitely the Data Usage menu from the system settings, or does it look different? Just wondering if it might be some "feature" of an app that you installed causing a separate popup, or the phone is actually opening the system settings menu to the Data Usage screen for some reason.

We found it it was an app looking for permission that I just recently installed. All fixed now
