Why is my daughters tablet going to a rockchip screen?

I cut it on and it goes to a screen that says rockchip and won’t got any further than that

Welcome to Android Central! Either the firmware has become corrupted or the motherboard failed. I assume the tablet is a really cheap no-name or off-brand device, since Rockchips aren't used in higher end devices. It's not surprising for a cheap device to fail like this. Is it still under warranty?
