That's called a limited connection, and it's usually a wrong setting in the phone (like using a static address that the phone can't use) or something wrong with the way the router is set up. If any other device can connect to the internet, it's most likely a phone problem. If no device can connect to the internet, it's most likely a router problem. (It could be a provider problem, but if you call their customer service number and they're having a problem, there's usually a recording telling you that internet service is out in ... and they list the areas.)
(And a limited connection is one of the most difficult problems to troubleshoot - even for a technician sitting by your router.)
