I want to have same samsung apps on samsung tablet and phone and have them sync. How?

Notes won't, unless you put both of them, the phone and the tablet, on the same Google account. Then they might,

In the future, use apps that you can choose Drive as a storage location, and save the data to Drive. If both use the same Drive account, they'll stay in sync. (I keep a few apps in sync that way, across my phones, desktop and laptops.)
